Where there are specialised operations or operations that don't fit under the existing Maritime Rules (eg. submarines, jetskis that go beyond enclosed limits), the Director of Maritime New Zealand will require the operation to put together a Safety Case.

This Safety Case must contain information related to determining how the vessel is fit for purpose, safe operation and emergency response.
